Hard Construction Costs

Hard construction costs are the costs of physically building a project: labor, materials and equipment for the structure, site work, building systems and finishes.

Hard construction costs pay for the physical structure and site work; soft costs pay for design, permits, financing, insurance and contingency. Shares are illustrative and vary with site, structure type and market.

In a parking structure the frame and floors dominate, often by far the largest single share of the budget. Hard costs sit alongside soft costs (design, permits, financing) to make up total project cost, and they are usually quoted per space or per square foot. See first cost.

What they include in a garage

  • Structure. Foundations, columns, floors and ramps, in precast, post-tensioned or steel.
  • Site work. Excavation, utilities, paving, drainage and landscaping.
  • Systems. Lighting, ventilation where required, fire protection, elevators and stairs.
  • Envelope and finishes. Facade screens, barriers, striping, signs and waterproofing.
  • Equipment. Access and revenue control and EV charging infrastructure, sometimes carried as owner-furnished items.

What moves the number

  • Below-grade parking costs far more per space than above-grade parking.
  • Efficient layouts that fit more spaces in the same footprint lower cost per space. See double-loaded module.
  • Site constraints, soil conditions and local labor markets.
  • Durability choices that add first cost but cut repair costs later. See life-cycle cost.

The Parkonomics view

Cost per space is the number everyone quotes, and it is the right one to watch, as long as you also count the spaces you actually need. The cheapest garage is the one sized correctly, not the one with the lowest unit price.
