Parking structures are unusual buildings. They are long, open to the weather, loaded by moving vehicles, and soaked every winter in de-icing salt carried in on tires. These terms cover how they are built to carry those loads and survive that exposure: the structural systems, the concrete and its reinforcement, and the joints that let the frame move.
They also cover the rules that govern them. Building and fire codes treat open and enclosed garages very differently, so openness, ventilation, construction type and sprinklers shape design long before the first column is drawn.

The Parkonomics view
Most garage problems that cost real money show up years after opening, in joints, drains and corroded steel. Durability is a design decision, and the cheapest time to make it is before the concrete is poured.
