Owner-Operator Agreement

The owner-operator agreement allocates revenue, expense, risk, and control between a parking asset’s owner and its operator, classically a management agreement (owner keeps revenue risk) or a lease (operator takes it). In a parking facility:

  • The agreement determines who funds capital, who holds liability, and how money flows from the lane to the owner’s statement.

Considerations

  • Incentives in the agreement shape operating behavior more than any manual. The agreement is the facility’s real operating system.
