Robotaxis Are Already Reshaping Our Streets. The Question Is Who Steers the Policy.
By late 2025, driverless robotaxis were completing more than 700,000 paid rides a week worldwide. This paper argues the decisive choices about what that deployment does to a city are local -- made in the curb regulation, the zoning code, the operating agreement, and the price of a parking space -- and sets out six levers, in sequence, with Valencia Street and Chandler, Arizona as the cautionary cases.
