Concrete is the facility's largest carbon line item, and two decisions dominate everything else the owner can do about it: what goes in the mix, and how long the structure lasts. Supplementary cementitious materials, fly ash and its relatives, displace cement, reduce the mix's carbon intensity, and frequently improve durability at the same time. That is the rare sustainability measure that pays twice. Service life is the denominator under all of it: a structure engineered and maintained for sixty years carries half the annualized embodied carbon of one replaced at thirty, which is why section 7.1 comes first in this chapter.
Heat is the operational half of the materials question. Dark paved surfaces run tens of degrees above air temperature and export that heat to everything nearby. Lighter surfaces, shade trees at the surface lot, and canopy structures on the top deck all cut the load, and a solar canopy does it while generating, which is the double duty that often closes the case in section 7.4.
WHERE THE EVIDENCE ENDS Embodied-carbon accounting is not yet a settled discipline: boundaries, factors, and reporting protocols differ enough that two honest analyses of the same garage can return materially different totals. What the evidence does support is directional and sufficient for design: SCM substitution reduces mix carbon, longer service life dominates the lifecycle math, and the ranking of measures is stable even where the totals are not. The Council will tighten this section's figures as the accounting standards converge.
specify against the heat-island and embodied-carbon questions with the same discipline as any other spec line: measurable values, verified products, and no green claims the submittal cannot carry.
