Transit-oriented development is the multimodal frame's real-estate expression: housing, work, and amenity organized around train, bus, and boat service so that the vehicle becomes optional, and parking planned as one instrument in that system rather than the system's default. For the parking practitioner, TOD is where the count question gets genuinely interesting, because transit changes not just how much parking a district needs but where it belongs, who shares it, and what it should cost.
The four mechanisms. Transit and rail move the parking count through four channels the manuscript enumerates. Reduced demand is the direct effect: reliable, convenient service genuinely lowers driving and therefore the required count, with the emphasis on both adjectives, since service that is neither moves nothing. Shared station parking is the temporal effect: the commuter lot that empties by evening serves the district's attractions at night, raising each space's productivity and cutting the aggregate requirement, the shared-parking machinery of Module 3 applied at the station. Pricing is the behavioral channel: peak-hour rates at station parking push commuters toward the train and carpool, treated fully in the next module. And design is the integration channel: station-area facilities planned for transit users' needs, with designated transit-parker areas, safe pedestrian and bicycle connections, and aesthetic and functional integration with the surrounding fabric. The manuscript adds the planning discipline that outlives any single project: around present and future stations, save the right-of-way and the parcels that will best serve access and demand, because station-adjacent land not reserved is station-adjacent land lost.
Cities retrofitting toward transit. Most American cities were not designed around their transit, either because the system came later or because development planning ignored it, and the current planning generation is the retrofit: reimagining development around existing and future stations, rebalancing parking inconsistencies that accumulated over decades, and putting existing supply to collective work. The manuscript's Sacramento example shows the method: a citywide study of current and future demand, aimed at reallocating workers across periods of lower demand using transit, connectivity, and multi-building utilization, with solutions that consolidated workers, freed buildings for repurposing, and folded a planned soccer stadium's demand into the existing regional supply. The parking study as urban-reorganization instrument, which is Module 1's catalog operating at city scale.
The park-and-ride and the gap. The TOD toolkit's workhorses recur from the multimodal module with their transit-specific roles: park-and-ride facilities that let drivers convert to transit partway; mobility hubs and mini-hubs deployed between stations and major destinations (offices, universities, stadiums, convention centers) to close the connection gaps that otherwise keep drivers driving; and the park-once district as the station area's operating logic. The standing caution travels with all of it: transit availability does not equal transit use, and the local market's actual behavior, not the system map, sets the adjustment the count can bear.

plan station-area parking as system infrastructure: count it after the four mechanisms (real service reductions, station sharing, pricing, integrated design) have each been tested against local behavior, reserve the parcels and right-of-way the future station area will need, and treat park-and-rides and hubs as the gap-closers that make the transit adjustment real. The TOD count is not a smaller version of the conventional count; it is a different calculation, and it rewards the practitioner who runs it that way.
